I transliterated it from Полигона. I wasn’t sure what’s better – to translate it or transliterate it, ended up transliterating. Otherwise it would be “A polygon”.
It’s a weird neighborhood that’s in poor shape, lots of abandoned or semi-abandoned barracks and government buildings, some commie blocks. Close to public transport, the biggest hall in Sofia (Arena), a major park (Sofia Tech Park), and a subway station under construction. Has a major shopping mall and a bunch or large luxury a-class office buildings.
Thank you for explaining. I looked at the photo for a while and noticed that the builders (or later owners) tried to distinguish the flats with color. The insides are probably not too different than the flat I rented in Brooklyn.
The color comes from external insulation that each apartment owner installed on their own. It just randomly happened like that. Most people use white that quickly turns grey. The inside is probably nice.

And yes, I live about 20-30 min from there.
